This revolution, ushering in the liberal monarchy of William and Mary, restored to Rhode Island and Connecticut their old charter governments in full. New Hampshire, after a momentary union with Massachusetts again, became once more a royal province. As to Massachusetts itself, a large party of the citizens now either did not wish the old state of things renewed, or were too timid to agree in demanding back their charter as of right. Had they been bold and united, they might have succeeded in this without any opposition from the Crown. Instead, a new charter was conferred, creating Massachusetts also a royal province, yet with government more liberal than the other provinces of this order enjoyed. The governor was appointed by the Crown, and could convene, adjourn, or dissolve the Legislature. With the consent of his council he also created the judges, from whose highest sentence appeal could be taken to the Privy Council. The governor could veto legislation, and the king annul any law under three years old.

The late king, your father, has already passed away; there remains no more of him but a little dust and ashes, hidden from our eyes. One of your brothers has already been taken from us even in his infancy; God withdrew him at his own good pleasure. He has retained you in the world in order to load you with his benefits; but, as he has given you the utmost felicity, it behooves you to render him the utmost gratitude. It is but just that your duties are augmented in proportion as the benefits and favors you receive are signal. Take heed of abusing them. Think well that the grandeur, goodness, and justice of God are infinite, and employ all the strength of your mind in adoring his supreme puissance, in loving his inviolable goodness; and fear his rigorous equity, which will make all responsible who are unworthy of his benefits.

One reason which led Sylla to form this opinion of Caesar was, that the young nobleman, with all his love of gayety and pleasure, had not neglected his studies, but had taken great pains to perfect himself in such intellectual pursuits as ambitious men who looked forward to political influence and ascendency were accustomed to prosecute in those days He had studied the Greek language, and read the works of Greek historians; and he attended lectures on philosophy and rhetoric, and was obviously interested deeply in acquiring power as a public speaker. To write and speak well gave a public man great influence in those days. Many of the measures of the government were determined by the action of great assemblies of the free citizens, which action was itself, in a great measure, controlled by the harangues of orators who had such powers of voice and such qualities of mind as enabled them to gain the attention and sway the opinions of large bodies of men.
